Trilok Singh, Academic Discussions With Wali-ur Rahman on “SOUTH ASIA IN GLOBAL PERSPECTIVE : ISSUES AND CHALLENGES”

Two Day, International conference On “SOUTH ASIA IN GLOBAL PERSPECTIVE : ISSUES AND CHALLENGES”, which is organised by Developing Countries Research Centre (DCRC) and Indian Council for Social Science Research (ICSSR).

Generally, My Questions to Wali-ur Rahman in this Directions; How to Strengthen Pakistan Civil Society? And How to break the cycle of Terror including NARCO TERRORISM (Specially in golden crescent) More Specifically, In the context of South Asian countries. In this age, how India can deals with the emerging ‘dragon’ hub CHINA, What are the population pull factor of china to other Countries. e.g. Singapore. Does China move towards SAARC what are the prospect of SAARC? In Short, India-Pakistan-china naxus? etc.

Wali-ur Rahman told me that, “Narco terrorism is the biggest business of ISI”. They are getting things to afganistan too and generally Pakistan ports used by above terrorist group. Further, Through the NARCO terrorist groups, Pakistan’s ISI get huge Fund or money to sponsored the terrorist activities at global level. Which really harmful for all countries. It really need to get rid back of this one. Simultaneously negotiations as a way out and evolving common rules and value are most relevant in the same light. Said, Wali-ur Rahman told.

More importantly, In the context of civil society in Pakistan, are very relevant today. but Pakistan military did not want to strengthen the Pakistan’s Civil Society. Need to build Connectivities but it is very difficult in Pakistan. Said, Rahman.

Wali-ur Rahman, “Development in south Asia cut across the major fault-lines of the UN system With respect to the challenges of economic development, environmental protection, food and water security, democratic governance and human right, nuclear war and peace, inter-state and internal conflicts, health and education, and new security issues such as international terrorism”. South Asia is a threatening by Daesh and also by the pakistan’s ISI”.

Further, China also helps Pakistan with regard to building SILK ROAD and Nuclear technology transfers etc.  In India, Indian Parliament attack on 1st December 2001 and Taj hotel attack in Mumbai on 26th nov 2008 by pakistani terror group Jaish-e-Mohammed, led by Masood Azhar. Recently, On 18 spt 2016, Pakistan attacked in URI in Kashmir and killed 17 Indian soldiers. India affirmed that the attack conducted by Pakistani terrorist Militant group jaish-e-Mohammed. More Recently, number of terrorist attacks in J&K (pathankot attack etc) are examples that how terror impacts on nation and national security.

Beside facing various challenges South Asian economy is growing fast and it is the world’s fastest growing relations with south Asian Countries, Particulary Bangladesh, Bhutan, Nepal and Sri lanka etc., are approaching beyond South Asia by making Alliance with other Asian Countries for economic and security cooperations. Beside India, Bangladesh has remarkable Contribution in the UN Peacekeeping Operations. Bangladesh is holding Third Position to sending soldiers to the UN Peace keeping Operations. Further More, , “Rise of China” is a very big concern in Order to this; 

The role of China in South Asia?

There is a domination of China in South Asia. China is becoming superpower and because of this the role of US is becoming less in South Asia. China is dominating through its military power, economic and also political power.

What is China’s policy towards overseas Chinese in South East Asia? However, above issue is not about overseas Chinese, it is rather about overseas Chinese interest. As we see that, it was started by some ethnic-Malay protesters shouting anti-Chinese slogans in the city’s Chinatown, which I think, it  not opposite to ethnic Chinese in Malaysian but opposite China’s investment in Malaysian and the trade relationship between the two. China has a plenty of investment in Malaysian, that’s why she said she will not  sit by idly, if her citizens’ rights are violated or Malaysian-Chinese relations damaged. 

Rahman, The Asian Development Bank estimated that After making three-fifth of the world’s GDP at the beginning of the Industrial age in 1820, saw its stake decline to one-fifth in 1940. But there has been a dramatic recovery and by 2025, Asia, mainly India and China, will return to its 1820 position in terms of world product. A democratic South Asia with India leading the trend will overtake totalitarian china. China meanwhile, might overtake in production goods and services. Wali-ur Rahman, mentioning this particularly because the imperial power wanted the world to forget this.

Political Dynamics of South Asia

South Asia is a region of hope though poverty is here. This region stands prominent in international security and the shifting dynamics of regional and Global Politics. South Asia Fastest economic growth, particularly Bangladesh and India, has enabled it to play a great role beyond the region. Moreover, Indo-US strategic relations play an important role in international politics. According to the World Bank South Asia Region’s vice President, Annette Dixon, “A relity check reveals that private investment-a key further growth driver across South Asia-is yet to be ignited to sustain and further increase economic growth. Countries will need to activate the full potential of private investment and export to accelerate economic activity and boost prosperity”.

South Asian Economic Integration

South Asia Comprises roughly 4%, till 2015, of the Global GDP. South Asia faces formidable development Challenges : Accelerating poverty reduction for more than 400 million people who still live in poverty; providing gainful employment to over 12 million people that enter the labor force each year and addressing the growing risk from natural disasters and climate change.

More importantly, South Asia is the most dynamic region in the world with 1.67 billion of population and economic growth of 7.1% over the last decades and expected gradually 7.3% in 2017. Said, Wali-ur Rahman.

Towards Solutions

SUM UP, In the Context of Solutions and Prospect, In my words, Now, India need to become a permanent member of security council which strengthen the SAARC Prospect. Wali-ur Rahman, Former Foreign Secretary of Bangladesh, “NEED TO AMENDMENTS IN SAARC CHARTER” and Simultaneously Negotiation as a wayout. While, Need to build Connectivities to strenthening the pakistan Civil Society. Said, Prof. Sangeeta Thapliyal, JNU.

But it is very difficult in Pakistan. Said, Rahman. Now the motivation part, In India we have saying “Dushman ka Dushman dost hota hai” (Enemy’s enemy is friend”). It is known to world that China does not consider India as a friendly neighbour due to many reasons (e.g., interference with nepal, border issues etc). That’s why they are keeping close relationship with pakistan. And giving weapon in hands of unstable nation like Pakistan is like giving bottle of beer to the monkey.

In India, the Civilization that we inherited can be termed as an Aryan-Dravidian synthesis. It can be said that in India, the present South Asian Countries, the ancient culture is almost as extensive as civilization itself. Moreover, Western Churchill howled about Mahatma Gandhi, pejorative terms. “The sun did not set in the British Empire”. South Asia, India, was in stranglehold of the British empire. But times have changed. South Asia got it way to independence and sovereignty.
